On June 1, registration commences on the Port Authority of Bilbao’s web page (www.bilbaoport.eus) for those hauliers wishing to benefit from the incentives for using the lorry pre-entry notification programme to access the Port area via the Southern Metropolitan Bypass.
These incentives are the result of the agreement reached between the Port Authority and Interbiak, a public corporation attached to the Department of Economic and Territorial Development of the Territorial Council of Biscay. The idea comes from a proposal made by the Port of Bilbao Association of Autonomous Hauliers (ATAP, Spanish acronym) and it has materialised now that the Port Authority’s telematics services have been developed through its e-puertobilbao electronics platform in order to achieve greater efficiency in vessels and goods passage, and the introduction of the automatic lorry-access system firstly at the container terminal. Thus, heavy vehicle traffic will enjoy quicker access and safer, more economical and more sustainable transit, which in turn will improve the Port’s land transport intermodality and competitiveness.
In parallel, the agreement will help to alleviate the problems brought about not only by the queues at accesses to the Port area, but also the high level of traffic intensity due to heavy-tonnage vehicles entering and exiting the Port’s service zone on the normal territorial toll-free roads.
In the agreement, the Port Authority has committed itself to paying 100,000 euros a year as part of its Land Transport Competitiveness Programme to provide an incentive for those heavy vehicles complying with the stipulations. In turn, Interbiak will develop the computer application that will enable the control and validation of the obtained data, and provide the Port Authority with the resulting file so that the incentive can be paid.
Heavy vehicles wishing to benefit from this incentive must comply with the following general requirements:
- Register as applicants on the Port Authority of Bilbao website (www.bilbaoport.eus) as from 1 June.
- Use the pre-entry notification service on the Port’s platform (e-puertobilbao.com).
- Enter or exit the Port of Bilbao via the Southern Metropolitan Bypass, and pay Interbiak the total current official toll fee.
- Pay the toll using the device or the electronic toll-paying system authorised by Interbiak Bizkaiko Hegoaldeko Akzesibilitate, which at the same time, will technically enable recognition of the lorry’s licence plate through the computers connected to the e-puertobilbao platform.
As mentioned above, registration commences in June, and journeys will be computed as from 30 June with incentive payments to be made on 31 January 2019. Settlement of the yearly amount among beneficiaries fulfilling the above requirements will be made pro rata per trip by computing the total number of entries and exits made each year.
