Successful tenderer must pay alienation costs, set at a minimum of 1.4 million euros, carry out the works with a 20.66 million estimate and pay 1.79 million for costs and expenses.
Once works are completed, the Port Authority will negotiate the disaffection and alienation of the resulting land, and formalise the purchase and sale and the transfer to successful tenderer of some 51,739 m2 of land.
Once previous process completed, successful tenderer-purchaser, will be able to proceed to the urban development and promote building as set out in Integrated Action A1-2 of the Special Plan for Town Planning in the Mixed Area of Zorrotzaurre.
Deadline for tenders is 27 September, estimating that results will be available by the end of the year, and works commenced in early months of 2019.
Once the previous mandatory procedures were finalised, in particular the operational authorisation granted by the Spanish Government Cabinet Meeting on 22 June, the Port Authority of Bilbao has put out to public tender the contract for the alienation of the lands that will be generated by the successful tenderer of the filling in works in the public port domain, for their incorporation into the town planning established in Integrated Action A1-2 of Zorrotzaurre.
The award of this contract, which will be structured through a patrimonial contract with future purchase, will be conducted by the opened procedures, through which propositions can be presented by any person complying with, among others, the economic and financial solvency and technical expertise requirements as set out in the conditions of the contract. The technical part of the proposal has a weight of 60 points and the economic, 40. The economic offer must be greater than the minimum sale purchase rate, established at 1,451,796,34 euros, excluding VAT and other taxes.
The successful tenderer, will be bound mainly to the carrying out of the Works for the “Building Project for the filling in works on the left bank of Deusto Canal” with an estimated 20.66 million euros, excluding VAT, for contract implementation, and to pay the successful tenderer price of the sale along with an additional amount of 1.79 million euros, excluding VAT, for the costs and expenses related to Zorrotzaurre. The Port Authority, besides authorising the carrying out of the filling in works and supervising their correct execution, will be
bound to promote and negotiate the later procedures for disaffection and alienation of the resulting plot of land, finally formalising the purchase and sale and transfer of some 51,739 m2 of land to the successful tenderer.
Once the contract has been finalised, the successful tenderer-purchaser, will be able to proceed to the urban development and building promotion as set out in Integrated Action A1-2 of the Special Plan for Town Planning in the Mixed Area of Zorrotzaurre. Here it states that construction can be carried out on a total of 84,649 m2 at ground level, and 42,282 m2 below ground level, based on a property percentage in the A1-2 of nearly 80%.
The deadline for receiving tenders is 27 September 2018. In accordance with the Port Authority’s estimates, the contract could be awarded by the end of the year, so that the successful tenderer could commence the filling in works in the early months of 2019, with an estimated 22-month completion period. Thus, if everything goes as scheduled, the Zorrotzaurre AI-2 project could be culminated in 2022.
